Formulating an Action Plan for Civil Service Reforms ADB TA No: 3117-NEP

The Project Objectives are to (i) review and recommend changes to the May 1998 civil service legislation (ii) conduct a civil service census and construct the computerized database (iii) conduct a functional survey of the ministries, departments, and offices by defining their mission, tasks and workload and (B) Strengthening Decentralization Component which examines (i) the existing situation, (ii) fiscal implications of recently passed decentralization legislation by the Parliament. METCON have undertaken review and report preparation on following activities a. legal issues particularly in relation to decentralization, b. decentralized financial administration, c. undertaking of census of 100,000 civil servants and record them in computers and d. HMGN ‘s organizations.
